Conservative Cartoons

During the 2012 election, President Obama addressed immigration reform. In January 2013, the Obama administration released the framework for a reform proposal. According to factcheck.org the controversial part of this proposal is that it "allows a path to citizenship for illegal immigrants who are already here." Many republicans who oppose this plan are accusing it of being complete amnesty. Thats the truthiness of it. The truth, however, is that there are definite requirements that have to be met by immigrants. It was stated " 'This will include passing a background check, and settling their debt to society by paying a fine and back taxes, in order to earn probationary legal status, which will allow them to live and work legally in the United States,' the plan states. Those on probationary status will not be able to access federal public benefits" (factcheck.org).

Title: Amnesty for Votes                                 Cartoon#: 8
What action is taking place in the cartoon? What is the context?
This cartoon shows Obama “fishing for votes” at a voting booth near the border. On the hook of his fishing line is a paper that says “AMNESTY”. Nearby is a sign that reads “No Unconstitutional Fishing." The fishing line leads to a voting booth for Obama.

Tone of the cartoon:
1) Neutral/Slightly negative of undocumented immigrants
2) Negative framing of the Obama campaign/ Democratic party
What "reality" is constructed/framed about immigration/immigrants?
This cartoon is stating that President Obama is using amnesty as “bate” to get hispanic votes for the 2012 election. It frames President Obama like he doesn't really care about illegal immigrants, he is just using a proposal that isn't as strict for a campaign strategy. It also may suggest that all illegal immigrants are Mexican, and all they want is amnesty, which is not true.

Title of the cartoon: Los Angeles ID for Undocumented Immigrants
Cartoon#: 9
What action is taking place in the cartoon? What is the context?
In this cartoon, an undocumented immigrant is holding an ID card in which he believes it makes him documented. He's asking someone with authority if his ID card means he is documented, but the authority does not give a straight forward answer because "it's complicated."

Tone of Cartoon:
1)Positive framing of undocumented immigrants
2)Negative framing of immigration policies
What "reality" is constructed/framed about immigration/immigrants?
This cartoon clearly shows us, how much confusion these ID cards cost for undocumented workers. With this ID card undocumented workers will receive a lot of benefits that regular citizens have, therefore causing them to question if they are documented or not. The faceless person is framing the city council authority, and their unwillingness to give confused undocumented workers straight forward answers. The faceless authority could also be a symbol of how the government isn’t only ran by one person; it’s multiple people that cannot give real answers about the immigration reform and policies, such as the I.D cards for undocumented workers.

This cartoonist is favoring both truth and truthiness. Where this cartoonist plays on truth, is the fact that immigration reform is a looming problem where nothing is getting done due to bipartisanship. Agreeing on immigration issues is hard. For example, the DREAM act which failed to pass congress multiple times. The truthiness is the portrayal that congress is ignoring the issue completely. An article from the AS-COA (American Society/ Council of the Americas) discusses upcoming plans for reform debates in congress. Earlier in January of 2013, the Obama administration issued new executive orders on immigration. The first order actually came in August of 2012.  Getting a bill to pass takes time, and will be difficult between the two parties. However, both parties have appointed members to the Judiciary Committee to work on immigration. Congressman Bob Goodlatte (R) and Congressman Luis Gutierrez(D). Also we must remember that laws can be created on state levels as well. Such as, California’s new DREAM act that allows for financial aid, Montana requiring proof of citizenship for state services, and Illinois passing a bill allowing  ability for a drivers license.

Title: Hot Tamale                                         Cartoon#: 10
What action is taking place in the cartoon? What is the context?
There is a big sombrero sitting on top of the white house. On the brim of the sombrero it says “immigration reform”. The conversation bubble coming from the white house says “Hey, I know... Let’s pretend it’s not there and maybe it will go away!”

Tone of the cartoon:
1) Neutral framing of undocumented immigrants
2) Negative framing of immigration policies/slightly negative framing of the Obama Administration
What "reality" is constructed/framed about immigration/immigrants?
This cartoon is showing the immigration reform as a huge burden that congress keeps ignoring. The truth is that it is being discussed, but an agreement has yet to be made. This frames immigration policy in a negative way by suggesting that nobody wants to do anything about it, and that congressmen aren't working on it. It could frame the Obama Administration in a negative light seeming how the president talked of a reform during his campaign.

Title of the cartoon: The Path to Citizenship: Democratic Voter Registration
Cartoon#: 11
What action is taking place in the cartoon? What is the context?
This cartoon points out a group of people jumping a border fence to make their registration in the Democratic party to vote. There is a big sing that says the Path to Citizenship were people are walking through.

Tone of the cartoon:
1) Negative framing for the Democratic party that is offering a path to citizenship to attract more latinos to vote in elections.
2) Positive framing for the Republicans, because the cartoon is showing that only the Democratic party has the intention to attract more Latinos to vote, while the Republicans don’t.
What "reality" is contructed/framed about immigration/immigrants?
The cartoons is saying that the only intention of the Democratic party to make a path to citizenship for undocumented people is to have theirs votes eventually in election.

Many Americans have framed President Obama’s new immigration reform policy as too soft and not harsh enough to solve any problems. But Obama’s immigration reform has four parts that will help decrease illegal immigration while streaming legal immigration. First: Continuing to strengthen boarder security by; doubling the number of Border Patrol agents since 2004, giving law enforcement the tools they need to make our communities safer from crime, and by enhancing our infrastructure and technology.  Second: Cracking down on employers hiring undocumented workers by; stopping the unfair hiring practices and hold those companies accountable, giving employers a reliable way to verify that their employees are here legally. Third: Earned Citizenship; Immigrants living here illegally must pass national security and criminal background checks, pay taxes and a penalty, going to the back of the line, and learning English before they can earn their citizenship. The proposal will also stop punishing innocent young people brought to the country through no fault of their own by their parents and give them a chance to earn their citizenship more quickly if they serve in the military or pursue higher education. Fourth: Streamlining legal immigration: Providing visas to foreign entrepreneurs looking to start businesses here and helping the most promising foreign graduate students in science and math to stay in this country after graduation, rather than take their skills to other countries. Obama’s proposal will also reunify families in a timely and humane manner(thewhitehouse.gov). We deem this cartoon negative in that it uses derogatory language, stereotypes and is based on claims, not facts.

Title of the cartoon: Immigration      Cartoon#: 12
What action is taking place in the cartoon? What is the context?
What appears to be some sort of city car, pointed out by the seal on the door, is driving past a sign that says, "Have you hugged a Mexican today?" Suggesting that Obama's new Immigration Reform Policy has gone a little too far.

Tone of the cartoon:
1)Positive framing of immigrants
2)Negative of immigration reform
What "reality" is constructed/framed about immigration/immigrants?
This cartoon shows more of a framing of Obama's policies on immigration, not as much immigrants themselves. It could suggest the framing that all immigrants are Mexican.

A shift in immigration numbers shows as many are heading back to Mexico as are coming north, as this updated Horsey cartoon illustrates.

Title of the cartoon: Numbers show illegal immigration problem is heading south
Cartoon #: 13
What action is taking place in the cartoon? What is the context?
This cartoons has two border patrol officers standing on top of a mountain while they watch immigrants cross the border with their binoculars. One of the officers is asking what they should do, while the other replies that they should do nothing because they are heading south of the borders back to their homeland. On the top left there is a caption that says, “News Flash: Immigration from Mexico is now at a statistical standstill…” This statement is there to clarify that all those people are heading south.

Tone of Cartoon:
1)Positive framing of undocumented immigrants
2)Positive framing of immigration policies
What "reality" is constructed/framed about immigration/immigrants?
From 2005 through 2010 around 1.4 million immigrants left the United States and headlined south to Mexico. The cartoon illustrates all these immigrants leaving south, and the border patrol not doing anything because that is what the United States wants immigrants to do. Stats also showed that roughly around 1.4 million immigrants are coming into the United States, which puts immigration from Mexico into the United States at a standstill, just how the cartoon illustrated it at the top left corner.
